How does the octree_change_detection.cpp work

Can someone explain me the working of the octree_change_detection.cpp.

I have similar point cloud files with a different number of points(5000 and
160000).
The output from this file gives only 3 points as the output which means only
3 points differ.

So, can anyone tell me what is actually happening
