Announcing pclpy: python bindings for PCL

Hello everyone,

I'd like to draw some attention to a project I've been working on recently:
pclpy.

It's intended to be a python binding for PCL that's as complete as possible.
It's very usable at this stage, although you're likely to find bugs here and
there.

Some feature highlights:

- Almost all point types are supported
- numpy views of PointCloud fields (x, y, z, xyz, intensity, normals, etc.)
and creation of PointCloud objects from numpy arrays
- some extras like laspy reading/writing

Right now, it works only if you're on windows x64, using python 3.6 (pip
install pclpy), I'm working on linux compatibility.

Feel free to try it, staring the repo would also be nice.

I'm looking for comments and contributions.

Thats nice to see another library. Hope this library will have more features compared to python-pcl. :)
